Trucking Remained Dominant Mode of Freight in Challenging Year

Arlington, Virginia – The trucking industry moved 10.23 billion tons of freight in 2020, generating $732.3 billion in revenue, according to the latest edition of American Trucking Associations’ American Trucking Trends 2021.

“We knew that the pandemic had a significant impact on our industry, but this year’s Trends shows that despite those challenges, the trucking industry remained our nation’s lifeline – delivering the life-saving and life-sustaining essentials our country needed in a time of great need,” said ATA Chief Economist Bob Costello. “Trends is an indispensable resource for anyone  looking to understand the trucking industry.”

Among the findings in trends:

In 2020, trucks moved 10.23 billion tons of freight – down from 11.84 billion tons the previous year.

The industry collected 80.4% of the nation’s freight bill, unchanged from the previous year, while generating $732.3 billion.

Trucking employed 7.65 million people in industry-related jobs, including 3.36 million professional truck drivers.

Women made up 7.8% of the nation’s drivers – an all-time high – and minorities account for 42.3% of truck drivers.

Trucking remains a small business industry: 91.5% of fleets operate six or fewer trucks, and 97.4% operate less than 20.

Trucks moved 70.9% of the value of surface trade between the U.S. and Canada and 83.8% of cross-border trade with Mexico, for a total of $695 billion worth of goods.

其他变化

CIF(成本,)和 CIP(运费、保险费付至目的地价)实行全新标准的保险协议,但保险级别仍可由买方和卖方商讨决定。

买方和卖方之间的成本分配更为精准 - 一项条款列出所有需由买方和卖方承担的费用。

FCA(货交承运人)、DAP(目的地交货)、DPU(目的地卸货后交货)和 DDP(完税后交货)充分考虑到买方和卖方自主安排运输而非使用第三方的情况。

安全相关的责任如今变得更为重要。

 每一项 Incoterm® 的“用户注释”替代了 2010 版本的导览,使用更为简便。

CIP 被设置为默认保险范围 ICC A 或同等类型。Incoterms® 2010 实行的是 ICC C。CIF 下所需的保险范围保持不变。

2020 任何运输方式的规则

EXW – 工厂交货

工厂交货 (EXW) 是指当卖方在其经营场所或其它指定地点(如工厂、车间或仓库等),将货物交由买方处置时即视为完成交货的一种交货方式。指定地点不一定是卖方所有场所。为了实现交货,卖方不需要将货物装上任何前来接收货物的运输工具,需要清关时,卖方也无需办理货物出口清关手续。

FCA – 货交承运人

货交承运人 (FCA) 指的是卖方使用以下两种方式将货物运输至买方处:

首先,当指定地点为买方自有场所时,货物由卖方安排的运输方式运输。

其次,当指定地点为其他场所时,货物由卖方安排的运输方式装载,到达指定地点后货物由承运人或其他买方指定的代表处理,从卖方安排的运输方式完成卸载。 

无论两种中的哪一种交货地点,该地点都代表着风险转移至买方承担,费用由此开始由买方支付。

CPT – 运费付至

运费付至 (CPT) 是指卖方运输货物,货物自交付至卖方合约承运人,或者完成交货后获得货物,风险转移至买方。卖方可以将货物以与运输方式相匹配的合适方式和地点交付给承运人。一旦货物以此方式被交付给买方,卖方无需保证货物完好无损到达目的地。这是因为自货物由承运人交付给买方开始,风险即由卖方转移至买方。尽管如此,卖方必须将货物运输至指定目的地写入合同。

CIP – 运费、保险费付至目的地价

运费、保险费付至目的地价 (CIP) 是指卖方运输货物,货物自交付至卖方合约承运人,或者完成交货后获得货物,风险转移至买方。 卖方可以将货物以与运输方式相匹配的合适方式和地点交付给承运人。一旦货物以此方式被交付给买方,卖方无需保证货物完好无损到达目的地。这是因为自货物由承运人交付给买方开始,风险即由卖方转移至买方。尽管如此,卖方必须将货物运输至指定目的地写入合同。

DAP – 目的地交货

DPU -目的地卸货后交货

目的地卸货后交货 (DPU) 是指卖方将货物运输至指定目的地或该区域内双方协商一致的指定交货点并将货物从抵达的运输工具上完成卸货,交由买方处置后,风险转移至买方。卖方承担将货物送至指定目的地以及卸货过程中的一切风险。因此在此国际贸易术语解释通则中,递送和到达目的地代表相同意义。DPU是唯一需要卖方在目的地完成卸货的国际贸易术语解释通则。卖方应确保其能够在指定地点组织完成卸货。如果当事人无意让卖方承担风险及卸货费用,则应使用DAP 条款而非 DPU 条款。

DDP – 完税后交货

完税后交货 (DDP) 是指当卖方在指定的目的地或该区域内双方协商一致的指定交货点将已办理完进口清关手续的、仍处于抵达的运输工具之上,且已作好卸货准备的货物交由买方处置时,即视为完成交货的一种交货方式。卖方承担货物运输至指定目的地或该区域内指定交货点期间的一切风险。在此国际贸易术语解释通则中,递送和到达目的地代表相同意义。

2020 海运和内河航运的规则

FAS – 船边交货

船边交货 (FAS) 是指当卖方将货物运至货运码头上买方指定的船只的船边(例如码头上或驳船上)时,即视为完成交货的一种交货方式。当货物运抵船边时,货物的丢失或损坏风险转移至买方,并且此后产生的一切费用均由买方承担。

FOB – 装运港船上交货

装运港船上交货 (FOB) 是指卖方在指定的装运港,将货运装到买方指定的船上或令买方获得已经如上运抵的货物的一种交货方式。当货物装到船上后,货物的丢失或损坏风险转移至买方,并且此后产生的一切费用均由买方承担。

CFR – 成本加运费

成本加运费 (CFR) 是指卖方将货物装到船上或令买方获得已经装船的货物的一种交货方式。当货物装到船上后,货物丢失或损坏的风险,无论卖方是否采取措施确保货物完好无损到达目的地,所有风险转移至买方。在CFR条款中,卖方不具备为货物购买保险的义务,因此买方需考虑自行为货物购买保险。

CIF – 成本、保险费加运费

成本、保险费加运费 (CIF) 是指卖方将货物装到船上或令买方获得已经装船的货物的一种交货方式。当货物装到船上后,货物丢失或损坏的风险,无论卖方是否采取措施确保货物完好无损到达目的地,所有风险转移至买方。
